for me.. i think personally Marley is referring to himself, in this context whereby he is saying to himself, no dont be a woman - by not crying, and move on. so 'dry your tears i say' is like saying move on.. dont be a woman.. hmm yeah

My Interpretation

The original line of the song is "No, Woman, Nuh cry." Nuh is Jamacian English for "don't." I think it's about overcoming the adversity of the ghetto... He's leaving and reassures her that everything will be alright.
