I think this song is about someone who's got a split personality and it's a song about their therapy. (Sorry it's so long, it does explain a lot though)

The Beast is her therapist. Mr Hurricane is her other personality.

Verse 1: basically saying she didn't really have anything and she felt really isolated and then one day 'a beast' came (a therapist) and tried to make her better.

  'I never had a homeland, I had no safety' - she's not emotionally stable and because of this she doesn't feel like she fits in anywhere (homeland).

  'One day I saw a beast coming from across the sea' - usually the sea is linked to tranquility but in this case I think she see's the world like she's on her own little island and someone coming over the sea is like they're invading her space and her little isolated island. 

  'I never knew fear until he came for me' - she's scared about the therapy.

  'I drank from his river, it ruined my life' - I think this bit is talking about the 'killer' she mentions just before as opposed to the beast. The killer I think is her split personality fighting against the therapy, ie, she called out for a killer and because the killer is herself she looked for a knife. The killer though she see's as a separate person and so the line above could mean the killer has done things before after she called for him and it always went badly. If that makes sense?

  'I never knew emotion till he caught me in his fold' - he is the therapist again and to begin with she's really scared and convinced the therapy isn't necessary (I saw him coming at me empty and so cold), empty meaning empty in what it can give to her. But as soon as he catches her in his fold (could represent the fold on the paperwork but I reckon it's just his therapy room) he treats her and she gets happier, an emotion she didn't know until he helped her.

  'Can you imagine living one more day with a beast right up in your face?' - she's still not sure about the therapy.

  'Can you see me dying in this house, in any house' - is her split personality going to die in her body, in any body for that matter?

  'Saw a man in vain, blinded by the hurricane' - the hurricane is her other self flipping out and getting angered, hence his name Mr Hurricane. The beast is the man in vain, meaning he's quite up himself for being a therapist and then Mr Hurricane gets blinded by the anger towards the beast.

Chorus: her talking to herself, reassuring herself she'll get better.

  '(Broke out of the harness) Let it go, let it go' - Mr Hurricanes broken out but she's letting him go, repeating to make it sound more insane and like she's worried about letting him go.

  '(Stumbled in the darkness) Turn on the lights y'all' - she started out scared but now she knows what to do. ie, she used to be in the dark but she know what to do about that, turn on the lights.

  '(Overcome the madness) then take you're pills' - speaks for itself really.

  '(Finally Righteous) I love the beast y'all' - finally beaten Mr Hurricane hence she loves her therapist 'the beast'

Verse 2:

  'I stopped being the victim but you weren't there to see' - talking to Mr Hurricane, she's possibly angry he's not there anymore. 

  'I never felt bitter until you crippled me' - a cripple is someone who is missing a leg or arm or has no use of them. This could be her way of saying she didn't feel bad until Mr Hurricane was gone, maybe now she's missing him.

  'I never fell in love so deeply in vain' - vanity is where you're all over yourself so she could say she was in love with herself, Mr Hurricane. The beginning lines I'm not too sure of but I assume they're about her feelings towards loosing him.

 'Never again Mr Hurricane' - all the next part are her thinking about the horrible feeling he's giving her, like all the paranoia and whatnot, probably social isolation and all, and so she says 'Never again' because i'll never happen again.

Outro:

  'Don't mess with the beast, Mr Hurricane. You're not coming for peace stop bringing the insane' - this makes the most sense of everything I've covered so I don't really need to go through it.
