I think it's a song about jealousy. The narrator is someone who took risks and lives a wild lifestyle. But it all seems to have worked out for the narrator. He has had a varying degree of success.
But his antagonist has played it safe, and played by the rules which has left them just another person. Limited success and jealous of the others success. So how does the antagonist respond? By calling "the fuzz."
They are jealous their tidy life hasn't worked out, so they are attempting to make the narrators life difficult because they need to see some benefit of playing it safe.
They might not of been successful but at least they won't be in legal trouble like the narrator.
