To me, it's about a guy that cheated on his wife ("The one night I forgot to wear that ring"), and now she is kicking him out and he feels extreme guilt over what he has done. I believe the rain is a metaphor for tears and not actual rain, and the whole line about his things drowning next to him is an exaggeration for how much she is crying (possibly the two of them).
