The first three verses describe a 'dream' he had where he'd found this perfect girl and they had an amazing time together just walking around the streets.
He awakes in the final verse expecting for it to have been wishful dreaming, but he "feels [her] warm and near" and he realises that this amazing love he is dreaming of is when that he has actually got. He kisses her with his "grateful tears" and can then only say "I love you".
