I think this is describing the end of the world due to nuclear war. It appears that this nuclear war was caused primarily by people who felt a war coming on but being too afraid to speak out and/or accept the eminent danger. Overall, it looks like this is just a case of people not learning from history and not having the courage, initiative or energy to speak out, rise up and stop the war before it's too late.
