I wouldn't define him as creepy but i can't help but notice that the entire song seems to written as if in some sort of psycholgical mental disorder. Specificly a thought disorder known as "clanging" often seen in Schizoprenia.
The loose fitting nonsensical rhyming coupled with the bizarre deslusions of a clown and the underlying theme of Paranoia from his greater enemy "Mr Far" who seems to be spying on the singer leads me to think this song is about Schizoprenia or something very similar
