This is a beautiful song. I'm not as clear on the exact meaning, but it is clearly about having "cold feet" or doubt/loss of enthusiasm/not wanting to do something. I think this song can have two meanings. "cold feet and a tie" could mean he's getting married and he's nervous, but personally I think he's going to a funeral. The cold feet mean nerves and tie could mean his tie and the tie of whoever just died. Turn it off means turn off the feelings and be numb, which is why I think it's a death.
When I listen to the song I just think about turning off all the bad feelings and just taking a break, because life gives me cold feet sometimes. But who knows, that's just my $0.02.
