i see this as being about the restlessness and paranoia of modern life as observed by a person who feels really out of step with the rest of the world (which is the theme of most of 10th Avenue Freakout). particularly the apocalyptic imagery in the chorus, where the sounds of the cars going overpass seem soothing, but actually seem to be shaking the building. it seems to be suggesting that there will be a point some time soon where our way of life causes the cities to topple over.
