I think it's about a confused girl that is trying to find happiness in her life. She is seeking out spiritual answers from different sources (psychics, gypsies, etc). The Belize, and "dancing in the latin quarter" stuff might be her trying a different culture to find fufilment.
The narrator seems to think that all this stuff is dumb and seems to be mocking her. At the end he suggest a therapist rather than more supernatural shit.
Also (if my interpretation is correct) the song kind of reminds me of "Take Me To Your Leader" from the Wildbunch days. Except it's the opposite, in that song the girl is going nuts and the narrator is indulging her, but this song the girl is going nuts and the narrator is talking shit.
