well, i apologize in advance for my bad english, i have time trying to figure out the meaning of this song, mainly because i love the title, so, here's my interpretation about some specific parts of the song, but mainly i think the song is about intentions:

'diamonds shine like stars under the ground' good intentions shine but can't be seen, so not everybody understands them or take them or their results the right way.

'everyone is golden and nobody will love them' everyone is somehow worthy/good/golden but as long as our actions don't result as the meaning they have to us, no one will see the intention behind.

'We gathered around the school To hear just what they found, But they told us they had tried, Still the little boy had died.' something someone tries but fails, even when they had the good intention of doing it.

'We gathered around to hear just what they'd done, Yeah, they shine like stars under the ground' people talking about the awful results of our actions, even when our intentions were good and buried deep inside us and no one can see them,

'And everyone's a soldier just marching towards the ocean. Then we know we've packed up all we had to move from '93.' and you have to move on/away from all that happens.
