I think this song is meant to branch farther than just dealing with justice for rape victims. At this point in the album, the priest and many on Earth feel deserted by God and therefore there is no "judge" to punish the criminals.
"Blood for the blood you spilt", that is the only way in which humans know how to punish people. Crime here is going unpunished, and the the people left on Earth will "stand by the fires of the victims left to die" by pursuing and killing the wrongdoers.
