The song is not about Orwell's "Animal Farm" though the title was obviously inspired by the book's title. It's about all the secret things the world's elite are plotting against the people and their desire to reduce the world's population, hence the references to George Bush and Kerry's Skull and Bones Fraternity, planes dropping from the sky (9/11), Majestic 12 and the like. They throw in aliens out of sarcasm because the media always presents issues like 9/11 and the like along with aliens and chupacabras to make the issue appear ridiculous to the public. I did a line by line analysis, but lost it 3/4 of the way through writing it for you all, so let me know if you'd like to hear my interpretation, and I'll try again.
you are taking your interpretation too serious my friend. this album came out in i think 1995, so quit talking about 9/11. wait... neil is a prophet, my bad, it all makes sense now.
