I've always felt this song was much deeper than just straight out "peace" or "romance". It seems way too desperate and even lonely for that matter. To me the song feels as if there are only two people left on earth and they make love because they are afraid and confused.
A pathetic reason to make love? Maybe so, but it really does fit in with the feel of the song if that makes sense. You know, the fear that would come with being the last two alive and the confusion, the not knowing of what to do and not knowing whether what's happening is right or even real for that matter? That's what I imagine when I listen to this song anyway.
