He's saying they don't make much difference because you never know if they are right or wrong until after the fact - "dont' look back until you've tried". Everybody pays for making the wrong decisions/choices, but you cannot control what tomorrow brings so "They never seem to be any use". The "first that you take" is the decision/action you make (right or wrong) and "everybody pays" is the consequences of a wrong decision.

In short... Stop second-guessing your decisions. Time/chance will determine the outcome and if you will "pay" the consequences.
