I think this song (and I might be absolutely wrong), but I think the song is ironic, and is actually mocking people who think this way, because, in Olde English 800 he quite clearly talks about his hate of drink and drugs, and it seems odd for him to praise them now, as well as certain lyrics in the song which seem very over the top for example "Party! All night party!" are a very different style of lyric that their other songs show.
