I think this song is about feeling that life is stagnant and alcoholism is no longer an adequate method of coping with the lack of progress ; "Time flies at the bottom of this bottle, And if you don't mind I'd like to find Somewhere else to live" Time is flying, but as always this is at the cost of efficient useage of that time. Maybe finding "somewhere else to live" is meant to mean finding some other way of living - finding a way of life that is fresh and progressive rather than stagnant and preventative of emotional progress away from the black hole of self-pity (and alcoholism as the last-resort defense against self-hatred. "Time flies at the bottom of thia bottle" because no-one has managed to escape the feeling that there life is suspended in time whilst the months and years elude.
