It all seems to me like the situation he stopped using.. (Waiting for the last time for my friend to change my mind - he was overdosed by special strong mixture of heroin and cocaine for the last time, he was clinically dead for two minutes and as he stated, it changed his thinking, life). And I see this as the "white suited-up Dave" is kind of his dealer or the internal desire for drug, he wants to "lift the anchors" and get high, but the other Dave is so confident in himself and his purity, that he won't allow it.. The boat symbolizes to me a trip, but it won't move, it is impossible.. It is a boat full of remembrance of drug obsessed life and as the dirty Dave lies here, he is a part of that junk garbage and clean Dave is free to leave it behind and go away..
