Well, if you look up Edmund Kemper like I did, you'll find that he was a serial killer and necrophile in the Santa Cruz area a couple of decades ago. He killed his grandparents at age 15, got committed into a mental hospital, befriended a psychologist and got released, and spent a year killing and having his way with 8 girls and his mother. This ties into some of these lyrics, "edmund kemper solved it all he fooled the shrinks". I'm kinda speculating with this next bit, but Kemper lied to people to get them into his car so he could kidnap them,"man made promise polluted with blue dye"
