Judging from the feel of the album, it's probably a sailor finding some joy while docked, before heading off for another mission. The two lines "Here she comes with a load of sorrows" and "A smile that will turn you down" somehow would suggest the woman is not really into it by choice. Maybe the song is about POW women being used by invading armies as prostitutes for the soldiers?
