The first part of the song (up to the chorus) is from Peeta's point of view

Basically you can pick out any of the lines in the first halve and they all reflect Peeta's feelings. Katniss is just reflecting his love because it's part of her tactic. She makes up her memories about him while all his are real. And he believed so badly that she loved him, but he unsure and heartbroken that all she says is just because shes been told to.
The 2nd part of the song, after the first chorus is from Katniss' point of view.
"There's water in your eyes and I know I'm the reason that it's there."
She knows Peeta truly loves her but misleads him anyway and consistently for the sake of the game.

He even shares that his first memory of her was when they were little and Katniss just assumes that it is made up since Peeta is such a clever player in the games. However, she just assumes that it's all for the sake of the games and their survival.

The second verse reflects the aftermath of the games when Peeta discovers that Katniss was just going along with it for the games. But they obviously have to keep up the illusion for the tour and what not. Throughout the books, it's said that Peeta is able to charm the public effortlessly, so he just acts like everything is okay, even though he does truly love her.
Basically Katniss doesn't know how she feels and she just assumes whatever she might feel is a result of the pressure of the games and the "rules" that President Snow controls. They are both slaves to the Capital's wishes.
