We can assume it is Thompson, Manitoba, with the reference to Churchill, Manitoba. Not to mention Gord Downie's affinity for Canadian culture. I find Hipfan's comment most enlightening because I have not heard of this movie.
But, it is of course about the narrator's love encounter with a girl from Thompson. She whistled hard and I whistled back meaning they were crushing on eachother. Seems like nothing becomes of it, other than the whistling and towards the end of it the narrator says its time to stop playing games, "it's time to end this siege together".
