She has troubles catching his eye, and when she does talk to him, her brain turns off and she feels like she's making a fool out of herself. She wonders if he feels the same way about her - he drives around aimlessly and is always alone. I get the feeling that he might feel the same way about her, but they both are too shy, so they never will find out. (This may be a stretch).
I think Noble takes the line "Gonna leave this town" too literally. I think she wants to change her life - so she's goona leave this place - presumably get rid of her shyness so she can actually talk to this guy. Pehaps the town is a symbol - where people drive aimlessly around and don't connect.
The lines regarding what's "Out There" is the greatest line, but most mysterious. To me, she's talking about "the meaning of life" or " a reason to all the madness" in this world where no one is connecting with one another.
