I am guessing this song was written as a testament to God's loving grace, but it doesn't matter as it means to the listener what s/he wishes to hear. Walking on stormy seas; standing on mountains; sitting on shoulders; etc represent placing ones burdens in God's hands and gaining strength from His wisdom/teachings. It's a gorgeous song. I am conflicted on which version is best: this one or Russell Watson's. Josh G. kind of stole the show with his version (it got all the air play), but I don't believe most have heard the other two.
