The "magic hour" can mean a few different things. It can also be the hour just before sunlight, in a hunting sense -- the hour when things are waking up, but you still have the cover of darkness. It can also refer to the time of night when the lights are dimmest and the moon is either setting, or out of the way, when the stars are easiest to see. This last meaning is the one I like to think he's referring to.
