I guess this song could be for her parents from the perspective of a cactus (lol). She wanted to be "tall" but instead, she withered because "like a fool [she] left the river (her home maybe)" and plants cannot survive without water, so she was very thirsty and was "about to crumble down". She is very sorry for ever leaving referring to her past actions as "yesterday's disgrace", but she would still very much like for her parents (or lover I suppose) to at least have the decency to remember her name instead of rejecting her altogether.
Then the desert storm eventually finds her as a cactus, and I suppose it was the worst part of her life. But it comes and goes and when it's gone it leaves her in a state of confusion, uncertainty, and weakness. She feels completely isolated and alone, and would like someone to come find her and help her.
