Apollo Bay is a coastal town about 190kms along the coast from Melbourne, Australia. You drive along the Great Ocean Road to get there. While there you could drink a VB (Victoria Bitter) which is a fairly popular but unexciting beer found in most pubs in the state of Victoria. The Twelve Apostles are a bunch of rocks that can be seen from the Great Ocean Road. They rise up out of the ocean and are pretty impressive. There are no longer 12 though. Erosion has collapsed a few of them so there are only 7 or 8 left. Sounds like Craig Finn went for a drive while on tour or holiday perhaps.
Pretty much sums it up. I imagine the Vietnamese is a reference to Richmond, Victoria. The Hold Steady played at the Corner Hotel (in Richmond) in 2009 and it there are a lot of Vietnamese restaurants in the area.
