In my (somewhat biased) opinion, this song is about the 2K Games franchise 'Bioshock', from the point of view of entrepreneur and founder of 'Rapture', Andrew Ryan. Dan (Vallier) seems to be a fan of the franchise, and I believe even quoted BioShock 2 in one of his interviews.
Also (of course), there are various suggestions throughout the song that suggest a correlation:

Obviously, this bears various morals and meanings per se, but I'll leave it at that, there's not much to be said. Might be hit-and-miss, or I could be entirely incorrect, but apparently I can say it's "just my personal interpretation" and get off unscathed, so... This is just how I see it.
