I've always had the impression that this song was about a guy with an asshole boss.
He starts out by referring to him as "Frosty the Supervisor" (frosty referring to a cold personality), says he "lives by himself" (reinforcing the coldness) and says usually he can't find it in him to feel sorry for him.
The boss is always berating the narrator, saying things like "even the electric chair isn't good enough for a lazy bones like yourself." He turns off his hearing aid at work so he doesn't have to hear his boss's constant criticism.
