It sounds a lot like Lee Harvey Oswald because it talks about a pick-up truck and shooting from a window. And I've heard that Oswald committed the crime because he wanted to impress a lady friend of his... unless I have that mixed up with someone else.
Anyway, I think it's an analogy to doing something passive aggressively after a break up too. The heart break in the beginning stanza could be the introduction to his motivation, then to him doing something (possibly to the other person) after things had settled a bit and/or after his Plan A failed. Then how other people react to his actions. But, I've only known the song for like 5 minutes. >.<
