Man, I disagree with all the posters. I think this is an incredibly sad tune. She's lonely and will do anything to be whatever the other person needs. Whatever their wish is her command. She's desperate for attention. Sex is easy, and with it she can get what she wants/needs...companionship. I believe the word 'government' is used because her actions are without feeling; rather generic; and with alterior motive. She also wants to take care of someone/anyone and in return she becomes their property (so to speak). She puts out like the goverment does and she gets something in return...
