I think this song is about someone who has committed a really bad sin or crime, most likely murder (I think it was probably accidental and there may be multiple instances) and went to a church confession about it. He thinks that the confession made everything better, and so the person walks through life thinking that there's no problem because God forgave him for it, so he doesn't feel bad about it anymore; but then the singer comes in and asks how his confession makes anything better for anybody but him, like how he's going to repay the families of the people he killed and how it's going to really change anything just because God said it was okay.
