The song is following the narrator's experience watching the person they love in a relationship with someone else, most likely a mutual friend. Then the eventual demise of said relationship.

"Storm, cast me out So I can feel it in another way I won't talk about Warm passenger's high If I could feel it for another day It might run me dry"

Narrator is hanging out with the person they love, and that persons lover. Probably in a car or maybe a school bus (if this is a childhood love story). The narrator doesn't like the way it makes him/her feel, and is becoming emotionally drained (dry).

"I know the season's evolved to freeze Putting hearts in the balance here It's up to your knees and it's shifting Degrees and it's choking Your atmosphere"

The relationship is showing signs of trouble, and the narrator is concerned for the affect it's having on the person he/she loves.

"Storm, wind me out So I can feel it in another way They won't talk about Worn masochist's sigh A distant figure in a photograph Another eye"

Narrator continues to hide they way they feel, not wanting other people to know. I'm guessing he/she is the "distant figure" hiding in the background.

"I know your reason is stalled And your freedoms dissolved In your passion dear It's burning your eyes and it's Killing your mind And it's broken your atmosphere But should you find it Obscene in that grey Old dramatics hear a young heart say Lord if you've got lungs C'mon shout me out"

At this point the friend's relationship is over, and the narrator's love interest is heartbroken. The narrator is letting them know that he/she is here for them. Maybe as a friend, maybe as a lover.

"I know freeze has unthawed And it's putting your love into Action dear It's off in the breeze and it's Shifting degrees And it's opened your atmosphere So should you decide it's Obscene in that grey Old dramatics hear a young heart say Lord if you've got lungs C'mon shout me out"

Time has passed and the narrator's love interest is back the dating game. The narrator again reminds them that he/she is here for them if/when they decide stop dating around and love the narrator back.
