I believe it speaks to the ups and downs of life referred to hearin by the analogy of "The Wind." At the time in which the protagonist is speaking, he is experiencing one of the lulls in life for whatever reason (break-up, death, etc.) and reflecting back when things were going more in their favor (i.e. "I remember when the wind had blown my way").
He also reflects in this song, the ups and downs in others lives as well.
