It is obvious what this song is about to me, but my wife doesn't agree. My interpretation of it is that the song is very critical about George W. Bush. To me, it's very darn clear. Thoughts?
Yes, I agree. I actually came here only to see if anyone else shared this view. Given the obvious initial references to god, it is about someone religious or who uses religion as justification for something. Could be any religious zealot, but the song alludes to someone who is in a position of power. So you can think he's talking about the pope, but as killing is mentioned and the church hasn't set out to (at least openly) kill anyone for quite some time, now, it becomes clear he's talking about someone who commands a military force.

So, in 2009,...
So, in 2009, a decadent ("your kind is gonna fall / your ship is sinking fast / and all your able men are leaving") religious ("You set yourself above / that all forgiving god / you claim that you believe in"), warmonger ("You shoot before you know / who's in your line of fire" and "when they kill it's a crime / when you kill it is justice") in a position of power ("can possibly / and honestly deserve / to rule my world").
It's Bush. I actually conceive no other possible interpretation, after quite some though.
