This song is about breaking up and struggling to move on past the pain.

Either he was dumped, or it was mutual, because he still loves her ("Yeah there is too much love/Yeah way too much love").

More than likely, though, the situation was that his girl fell out of love with him, and she just wants him to let her go, even if it means him having negative thoughts toward her, but he loves her too much ("I will never regret you/It kills you to know").

He misses her, and she potentially still misses him, too, but since she no longer loves him, it'd be a different type of missing. He recognizes that this is contributing to his/their pain ("The last thing we need is to miss/The last thing we need is this").

So, he knows that in order to move on, he must forget her, or else his broken heart is going to drive him insane ("If I didn't forget you/My heart would explode"). He's just having a really difficult time, because there is "Too Much Love."
