The old man is somebody who remembers what the world was like before the collapse and is regaling his audience with tales of how it was before; only those with a child's imagination can see vividly what he's describing.
As fitting the theme of the album the message is anti-war and is imploring the mass of humanity to wake up and break the cycle of the few leading the many.
