My personal interpretation - The end of a relationship that she doesn't want to end, doesn't want to accept the end. Maybe the other person initiated the break-up and she wants to tell him how she feels but is afraid to - fear of rejection? Fear of hearing that they don't feel the same way? Still hopeful, but knowing the torture that comes with it and wanting to protect herself from more hurt.
