When he says 'Heavy Metal stutter' i dont think he's referring to that particular music genre. I reckon he's actually describing the repetitive electronic sound of dance music heard in mid 90's clubs ("aerosol land"), the kind of which were, and still are, populated by the kind of characters he's talking about. The song is about fake tits ("stacked up top") and tans dollybird types falling for the dubious charms of flashboys - a fairly obscure term for meatheaded plastic gangster sorts - and their "shotgun show" which i take to be the exaggerated tales of criminal activity and bravado that impresses women of that nature. They get with guys like this thinking it keeps them safe when obviously the reverse is true and they end up paying for it ("You'll suffer for your sex") by being exposed to real instances of the violence that attracted them in the first place. Unfortunately, given that power is an aphrodisiac, its a trait that will always be around ("Its the same old show").
