I think that in this song the lyrics are talking about a love shared by two people but one of them is already in a relationship and they keep telling the other person that just need time to sort it out "You had led me to believe someday you'd be there for me". While they wait the first person gives up and buries their feelings. The other person who is already in a relationship wants to leave it to be with the first person but when they finally get the guts up to do it the first person appears to have moved on because their feelings are "buried beneath the surface" and so the second person chickens out from doing anything and stays in their original relationship. Sadly they never get together and potentially miss out on their true love.
I believe the point of this is to always communicate your true feelings with people and don't be surprised if you miss out on what life has to offer if you hide them.
