From what I have heard from many websites and people is that this song is about a couple who got pregnant decided they weren't ready then had an abortion and regretted it later so they called their baby lucy and had a funeral and whatnot for her. I'm not sure if this is entirely correct, this is just what I have seen on a lot of websites and been told by many people.
