I think all the interpretations made sense, good work guys. But I'd like to add another thought about the meaning (which is surely open to many interpretations). The first verse probably talks about the few people who control the light post, thus the ships. But like cliche in sorts said (5 years ago, wow) the post was designed to make sure ships don't hit the rocks. The ships however, in the second verse, are heading ashore, runned by those post hypnotic suggestions, followed by an orange light. So I thing that this light comes NOT from the light post, but guiding the ships against it, towards the shore. This light represents revolution, the urge for the system to change. And like many times in history, if the revolution succeeds, the leaders of it, once being trusted by the people they guided, become the new dictators (will soon proclaim itself a god). So actually Serj talks about that circle, from dictatorship and tyranny to anarchy, and then back to dictatorship. The people who controled the light post are forced to evacuate, but it will be controlled by someone else after that. In conclusion I think that Serj just points out that that's the doom of our societies, he isn't even blaming those that control us, he just observes what happens.
These are just my thoughts, I might well be wrong.
