It seems to be a personal meditation on how your location and maybe, to a certain extent, how the mythology different locales can affect your personality. As far as interpreting the chorus goes, the singer is talking about a type of sadness and tragedy that he personally associates with Los Angeles...on a more personal note for me, I'm reminded of my best friends who resides in LA. You would never know it unless you had the had the privilege of getting to know them well, but they have this way of pushing through hardship by living life all the way up.
