I wouldn't really say it was about having unreturned feelings for someone else, to me it sounds more like it was a past relationship which started a long time ago, and the singer is remembering the time in September they were together hence the line:

But the girl he loved still wants to forget and not remember that they were together at all and wants to "leave it all behind" and the singer wants to know if their relationship together mattered at all in her eyes anymore.
And the line "Cause you'll always be the one who says goodnight, goodnight" can be seen as the way she ended the relationship and she will always be the one to cut things off in relationships. The singer suffers more in the relationship because she makes all the decisions:
