This song seems to be about a lonely and depressed man, Jay often uses rain as a metaphor for sadness in his songs. Basically its just a guy who is trying to just get by in life.

"Standing in the doorway at 4 am Looking to the clock for my dinner begin"

Its early the day and yet all he's looking forward too is for the day to end.

"I've played bars where people talk so loud And the things I lose I hope they have found"

Basically he's saying others will gain any things he's lost in his life like love, happiness, or even just the meaning of it so they don't feel the way he does.

"Sometimes busy hands can't hold that wheel But if you don't hit the brakes then the devil will steer"

This refers to lost love again, he is basically saying that its hard to control a relationship with his busy life, if it wasn't ended (brakes) then things would only get worse (devil will steer). He wrote this album after recently breaking up with his girl friend.

"There's no glory in a morning light When daylight only marks the end of the night"

This supports my first statement because he doesn't see significance in a new day when he's its another day he has to try to get by.

The chorus where he says "Lord here comes the rain", he is basically just saying here comes the pain again.
