I kind of disagree with most of the comments. You're forgeting about his perspective and response to her advances;

She maybe offering, but he isn't interested. She comes across as shallow and insincere to him. And I doubt the she in this song is Siouxie, or anyone particular individual. Also, Wendy's personality kind of seems like; http://en.wikipedia.org/wiki/Histrionic_personality_disorder .
Actually it wasn't most of the comments that I disagree with, just that there were a couple saying it was about Siouxie, so it seem like the majority at the time I was typing. I also would like to mention that I merely disagree, and ain't bashin' them or that theory, which could still be true, as it can't be disproven. I also wish I could edit these posts...
