The song Vera makes references to a popular WWII song by artist Vera Lynn called "We'll Meet Again". Its an excellent song. In the song she tells the boys going off to war that we'll see them again.
Sadly Water's father (and mine) never did return from the war, leaving Lynn's promise unfulfilled. So Waters is asking if anyone remembers Lynn's promise. The song is written from young Water's perspective so you can imagine a young boy asking when his father will come home in light of Lynn's promise. It's a very sad song and one that I, unfortunately, can relate to.
