It seems to me like it's about a king who put relationships out of the way in pursuit of fame and success. When he finally reaches the top he realizes that he was letting himself miss out on something important. He hides his feelings by saying he's too busy taking official business, like waging war. But his feelings are too strong, and he realizes that the one he loves is waiting for him. Ultimately, he can't conquer his feeling because love is too strong of an emotion to suppress.
"fingers without hand" most likely means he's longing to hold someones hand.
