He keeps thinking about her... hence the hairs on the back of his neck tingling as he keeps reliving memories. "Quick hanging over me" = get out of my head!
The "swim to reach the end" is his way of telling himself to get over her, but he also is confused as to what happened and is a little depressed. He tells himself he tried hard to be a good boyfriend (by "not offend"'ing), but things fell apart anyway and he feels betrayed, like he cant trust anyone, "On whom can you depend?"
