This is a song about politicians in my opinion - about how they loose their innocence and don't feel and know love like they did before as all they care about is how they will get more votes.
The reference to C.I.A. at the beginning shows its interference with politicians and probably its guidance.
Politicians hunt for love (e.g. votes) as they electioneer.
But the more they run (the more they try to get votes) the more they become resentful.
And once people look at them they discover that they are lying and trying to hide the truth.
